State Authorization

Welcome to the application form for state authorization or exemption for North Dakota. 

Before you click on "Begin Application" on the right, below is additional information regarding the payment portion of the application:

Web-browser:

The form works best with Chrome, Firefox, or Microsoft Edge as your primary browser.  It is not recommended to use Internet Explorer.

Payment: 

Application is not complete until payment is received. During the application process, if you choose Online credit card payment, you will click a link within the application to submit your payment but please note that that you still need to submit the application.  There is also an option to have an invoice emailed to you.

Please note, we do NOT accept American Express. If this is the only credit card your institution has available, contact us for alternative payment method (StateAuth@ndus.edu).

Fee schedule:

  • Institutions without physical presence/online only – new and renewal  -- $250
  • Institutions with physical presence – new application - $4500
  • Institutions with physical presence – renewal - $2000

If required, please access current NDUS W-9 Form to the right under the "Files" heading.

If payment is not received within 30 days of application, institution will need to re-apply.

Applications with physical presence need NDUS Higher Education Board approval and may take longer to approve. You will also need to complete the ND Bond document. Download the attachment located under the "Attachments" section on this page. Please send the completed form to StateAuth@ndus.edu.

Online-only institutions: If approved a letter from the NDUS State Authorization coordinator will be sent within two weeks.

Appeals Process:

If an institution is denied initial application or denied renewal application to participate in North Dakota State Authorization/Exemption (SARA), the institution may submit within 30 days after receiving notification of their intent to appeal. Reason for denial will be provided to institution.

The institution must submit their reason for the appeal along with any required supporting documentation.
Within 30 days of receiving the appeal documentation, the North Dakota University System staff will conduct the review and make recommendations to the Vice Chancellor of Academic and Student Affairs.

Decision of Vice Chancellor of Academic and Student Affairs is final. An institution may reapply at any time, having corrected any deficiencies.
During the appeal process, an institution's status as a SARA participating or non-participating institution shall remain unchanged.
